"Unable to contact anyone"

I'm frustrated at not being able to contact ANYONE at the Oldham Job Centre - either on-line or by phone. When a colleague visited the Job Centre to enquire, he was just given a central phone number, which led to a recording with an address to write to. The only other phone number on Gov.uk goes through a whole series of "choices" to make and the waiting time has been over an hour so far, Why can't I speak to a human? Or at least give me an email address..
